Developed by the OSCE Office for Democratic Institutions and Human Rights (ODIHR), Starlight Stadium is an innovative digital learning tool that gamifies ODIHR’s training on its established human rights monitoring methodology. Created in consultation with human rights defenders and experts in human rights, education, and game design, the game provides an engaging and practical way to build essential monitoring skills. The game has been tested and used by human rights defenders, students, and experts from across the OSCE region.

Starlight Stadium spans four episodes that each tackle a different aspect of the human rights monitoring cycle whilst players follow a fictional case study. Episode 1 introduces the initial assessment of a human rights issue, while Episode 2 focuses on techniques for effective information gathering. In Episode 3, players learn about verification, analysis, and report writing, and Episode 4 concludes with strategies for advocacy and follow-up.
With Starlight Stadium, you can join a team of human rights defenders and undertake a gamified human rights investigation, to learn how to practically protect and promote human rights.
